Engaging citizens in the exploration and development of possibilities for public policy.
Project Manager - Dennis L. Boyer. What if citizens had an opportunity to reinvent the world of work? This project arose not only from the sense that our hopes and expectations for our work were not always met by existing employment relations and human resources, but also from the sense that forces of globalization, rapid technological innovation, and migration are significantly changing our work and employment. Because these changes are so broad and manifold in their effects, the scope of the discussions and the conceptual possibilities developed by the panelists for this project extended well beyond conventional notions of "labor law reform" or "employee benefits."
To explore these issues and develop some possibilities for further and long term citizen discussion, two groups of citizens were recruited in southern Wisconsin to engage in monthly discussions of this area of concern beginning in January of 2005. A group of 7 citizen "generalists" with broad work and life experiences were drawn from rural communities in southwest Wisconsin, and a group of 6 "specialists," with varied expertise in employment relations, organizational development, and human resources, and planning, were drawn from the Madison area.
The product of approximately 2 years of monthly discussions by these two panels is our just published Citizen Staff Work Report, which describes 8 conceptual possibilities for Rewarding Work: A. Sustainability as a Market Framework; B. Market Incentives to Improve Rewards; C. Optimal Performance; D. Enhanced Worker and Citizen Participation; E. Reinvigorated Regulation to Protect Rewards; F. Covenant for Social Provision of Basic Human Needs and Rights; G. Learning about Work: Economic and Civic Literacy; and H. Value and Balance Time.
